The research focuses on how the impacts are of storms are distributed in across spatial, jurisdictional, temporal and sectoral scales in Finland, and how the allocation of current adaptation measures match the impacts. The larger aim is to gain insight into the division of climate change adaptation responsibilities in developed countries.
